Chișinău, Moldova Oct 06th: Startup Moldova Foundation has received an international award on behalf of Moldova’s startup ecosystem after the country was recognized as Europe’s fastest-growing startup ecosystem at the Startup Ecosystem Awards 2026. According to StartupBlink, Moldova’s population-adjusted Global Startup Ecosystem Index score increased by 91.9% between the 2025 and 2026 editions, the highest growth rate in Europe and the third-highest worldwide.
The acceleration also translated into a significant improvement in Moldova’s international position. In the Global Startup Ecosystem Index 2026, Moldova climbed eight places to rank 82nd globally and 21st in Eastern Europe. Chișinău ranks 464th worldwide and 35th in Eastern Europe, placing the capital among the world’s top 500 startup cities.
StartupBlink describes Moldova as combining regulatory modernization, a founder-friendly business environment, EU-oriented reforms and a growing pool of technical talent. Its Global Startup Ecosystem Index evaluates ecosystems across three broad dimensions — startup quantity, ecosystem quality and the business environment — and in 2026 covers more than 1,500 cities and 120 countries.

Moldova’s small domestic market has always pushed our entrepreneurs to think globally from the beginning. What is changing now is the environment around them. Founders have access to strong technical talent, the MITP 7% tax framework, new financing instruments, international investor networks and an increasingly connected community. The award follows a sharp increase in startup financing. More than 300 startups are active in Moldova, and local technology startups attracted over USD 17 million in investment in 2025, coming come through a combination of equity investment, convertible financing, grants, angel investors and international venture funds.
The ecosystem is also beginning to produce visible scale-up and exit stories. In 2025, Moldovan-founded social media collaboration platform Planable was acquired by SE Ranking after growing to more than 7,000 customers worldwide, including major international brands. The company was founded by Moldovan entrepreneurs and developed significant parts of its product and engineering capacity from Chișinău. The same year, Parkopedia, founded by Moldovan-born entrepreneur Eugene Tsyrklevich and built from its earliest stages with a development team in Chișinău, was acquired by Sweden’s EasyPark Group, a major global mobility and parking technology company.
A tax framework designed for technology companies
One of Moldova’s strongest ecosystem enablers is the Moldova Innovation Technology Park (MITP), Europe’s first nationwide e-Park. Eligible resident companies benefit from a single tax of 7% of sales revenue, replacing several separate taxes and contributions, alongside simplified tax reporting and the ability to operate virtually from anywhere in Moldova. The state has guaranteed the stability of the 7% regime until December 31, 2035.
The framework also includes the IT Visa, which simplifies the employment and residency process for foreign executives, investors and highly qualified technology specialists, giving companies another instrument for building international teams from Moldova.
The scale already achieved under this model provides a wider commercial base for startups. In September 2026, MITP surpassed 3,000 active resident companies, up from 338 when the Park began operating in 2018. These companies employ more than 27,000 people, and founders and investors represented in the Park come from more than 50 countries. Approximately 90% of the products and services developed by MITP residents are intended for export, providing young technology companies with a surrounding ecosystem strongly oriented toward international business.
Moldova also combines this fiscal framework with digital and communications infrastructure designed for technology-intensive businesses. Invest Moldova reports a 98.2% fibre-optic backbone network, widespread gigabit connectivity and a highly skilled multilingual workforce.
More pathways from an idea to investment
The financing infrastructure around early-stage companies is expanding as well. The newly launched Moldova Innovation Fund, operated by MITP, has an initial budget of more than EUR 1 million and plans four funding rounds over 24 months for pre-seed and early-stage technology projects, supporting founders through validation, prototyping and product development.
At the investment stage, Moldova has introduced a Fund of Funds with a First-Loss Tranche, designed to use public resources to reduce investor risk and mobilize private and institutional capital. The mechanism provides for venture-capital and convertible investments in technology startups and innovative companies, with total public contributions planned at MDL 180 million for 2026–2027 (Eur 9M) and an estimated overall capital mobilization of approximately MDL 600 million (Eur 30M).
The institutional layer supporting founders has also broadened. Startup Moldova works alongside accelerators and ecosystem organizations including Dreamups, XY Partners, Yep! Moldova and Technovator, with programmes spanning founder education, acceleration, investor access and international market development. Innovate Moldova’s programme framework specifically supports these organizations and aims to strengthen the pipeline from entrepreneurial skills and early-stage development to investment and global market access.
Startup Moldova itself increasingly acts as a coordinating platform — maintaining ecosystem data, connecting startups with investors and industry experts, providing legal support, building links with the Moldovan professional diaspora and helping local founders access international events and markets.
That international connectivity was visible at Startup Moldova Summit 2026, which brought together 2,000 participants, more than 60 speakers and 150 startups in Chișinău. Forty-two startups showcased products in Startup Alley, while the national Startup World Cup competition gave a Moldovan company a pathway to the global final in San Francisco. The Summit also generated new partnerships connecting Moldovan companies with European acceleration, investment and equity-management networks.
For Moldova, the StartupBlink recognition therefore reflects more than a movement in an international ranking. It comes alongside higher startup investment, an expanding founder-support network, a proven technology tax regime, new venture-financing mechanisms, stronger international investor connections and a growing base of companies demonstrating that technology products can be built in Moldova for global markets.
