India’s AI Governance Guidelines: Building a Responsible and Inclusive Tech Future for Vision 2047

Recognising both the potential and the risks, the Government of India has launched the India AI Governance Guidelines under the IndiaAI Mission, a landmark framework that sets the direction for responsible, safe, and inclusive AI development in the country.
Why AI Governance Matters
AI is not just another technology — it’s a general-purpose tool that influences almost every aspect of life. In India, AI can help improve healthcare access in villages, make education more personalised, strengthen disaster response, and boost agricultural productivity. But without clear rules and accountability, it can also deepen inequalities, enable bias, or misuse data.

How the Guidelines Were Developed
In 2023, the government recognised the fast-changing AI landscape and began developing a forward-looking governance framework. An Advisory Group led by the Principal Scientific Adviser brought together experts from government, academia, industry, and law to recommend how AI should be managed responsibly in India.
Following a detailed public consultation process — which received over 2,500 responses from across the country — a Drafting Committee of AI and policy experts prepared the final guidelines. Their work reflects India’s inclusive and consultative approach, ensuring that the voices of all stakeholders were heard.
The Four-Part Framework
The India AI Governance Guidelines are built around four key parts, offering a structured yet practical roadmap:
