ECMS Boosts Electronics Manufacturing as 38 Plants Begin Production, 16 Near Completion

New Delhi, August 18: India’s Electronics Components Manufacturing Scheme (ECMS) is gaining momentum with 38 of the 106 approved projects already commencing manufacturing, while another 16 are at advanced stages of construction or machinery installation, Union Minister for Electronics and IT Ashwini Vaishnaw said.

The Ministry of Electronics and Information Technology (MeitY) has approved 31 additional proposals under the ECMS, involving projected investment of ₹6,844 crore. The approvals were handed over at an event in New Delhi organised in collaboration with the Electronic Industries Association of India (ELCINA).

The latest approvals take the total number of ECMS projects to 106, covering 30 products across 15 states. The projects represent an overall approved investment of ₹69,548 crore, projected production of ₹5,34,101 crore and direct employment potential for 74,628 people.

Speaking at the event, Vaishnaw said the ECMS was helping build a deep-rooted “Swadeshi” electronics value chain, moving the industry beyond assembly towards domestic manufacturing of critical components and raw materials.

“The Electronics Component Manufacturing Scheme is accelerating the development of a robust and deep-rooted ‘Swadeshi’ electronics value chain,” Vaishnaw said.

The latest approvals include first-time domestic manufacturing of several critical components, including filters, coils and speakers, as well as essential raw materials such as acetylene black and electrolyte additives.

Taken together, the latest approvals entail investment of ₹7,877 crore, including additional investment by an existing applicant, and are expected to generate projected production of ₹82,243 crore and 9,588 direct jobs.

The government has also approved an additional ₹1,033 crore investment by Wipro Global Engineering and Electronic Materials Private Limited for manufacturing copper-clad laminate.

The 31 new projects cover 20 target-segment products, spanning sub-assemblies, components, supply-chain products and capital goods.

These include camera modules, display modules and optical transceiver-SFPs under sub-assemblies, along with enclosures, connectors, transducers, speakers and microphones, relays, antennas, coils, filters, capacitors and metal shielding covers.

The supply-chain segment includes anode material, rare-earth permanent magnets, acetylene black, electrolyte additives, metallised films for capacitors and hermetic terminals.

The newly approved projects are spread across Goa, Gujarat, Haryana, Himachal Pradesh, Karnataka, Maharashtra, Tamil Nadu, Telangana, Uttar Pradesh and Uttarakhand.

In the sub-assembly segment, Minda Instrument Limited and TXB Optics Private Limited have received approvals for display module sub-assemblies, while SkyQuad Electronics & Appliances Private Limited has been approved for camera module sub-assembly manufacturing.

SFO Technologies Private Limited, GX Quantum Photonics Private Limited and Huber Suhner Electronics Private Limited have received approvals for optical transceiver-SFP manufacturing.

In the components segment, approvals cover connectors, relays, transducers, filters, capacitors, coils, metal shielding covers, speakers and microphones, antennas and enclosures.

The ECMS is also expanding domestic capacity for critical inputs used in electronics and energy-storage applications.

Epsilon C2GR Private Limited has received approval for anode material for lithium-ion cells, while Quantum Magnetics Private Limited will manufacture rare-earth permanent magnets.

PCBL Chemical Limited has been approved for acetylene black, a conductive additive used in lithium-ion cells, while Acutaas Chemicals Limited will manufacture electrolyte additives.

Capfilm India Private Limited has received approval for metallised films for capacitors, while JJ Glastronics Private Limited will manufacture hermetic terminals used to create leak-proof electrical pathways through sealed barriers.

Five companies — Jyoti CNC Automation Limited, VVDN Technologies Private Limited, Accurate Gauging and Instruments Pvt Ltd, Mitsubishi Electric India Private Limited and Ind Sphinx Precision Limited — have also received approvals for capital goods and their parts.

The government said the ECMS is contributing to greater self-reliance by expanding domestic manufacturing capacity and reducing import dependence.

Production capacity in several product categories has already reached or exceeded domestic demand. Capacity is estimated at around 110% of domestic demand for anode material, 350% for optical transceiver-SFPs and 200% for relays.

The scheme has also helped expand domestic capacity for enclosures to around 100% of domestic demand.

The approved investment under ECMS has risen to ₹69,548 crore, compared with the ₹59,350 crore investment originally envisaged under the scheme.

The government launched ECMS to deepen India’s electronics supply chain and establish a robust domestic component ecosystem. The scheme focuses on attracting investments in areas such as printed circuit boards, passive and electro-mechanical components, sub-assemblies, camera modules, optical transceivers and capital goods.

With 38 plants already operational and 16 more at advanced stages of development, the scheme is expected to deepen domestic value addition, strengthen supply chains, reduce import dependence and support India’s emergence as a globally competitive electronics manufacturing hub.

ELCINA, established in 1967 as India’s first industry association supporting electronics hardware, has also played a longstanding role in promoting electronics manufacturing and representing the industry before the government and other stakeholders.
