Kolkata, Aug 24: West Bengal is considering a new approach to industrial development under its upcoming industrial policy that could give landowners a direct economic role in projects established on their land.
The proposed policy, expected to be announced by mid-September, may offer employment to a member of a landowning family or create opportunities for landowners to run small businesses supporting the main industrial unit.
These businesses could include canteens, tailoring units, transport services and other local enterprises supplying goods or services to factories and their employees.
The move is aimed at making local communities participants in industrial growth and reducing potential difficulties during land acquisition. Land-related disputes had earlier become a major issue during the proposed industrial projects at Singur and Nandigram.
The government is also looking at sectors where large industrial projects can generate opportunities for smaller ancillary businesses. Textiles and garments, iron and steel, heavy electrical equipment, automobiles, IT and electronics are among the sectors expected to receive attention.
For landowners, the proposed model could provide opportunities for regular employment or business income beyond the initial compensation associated with land acquisition.
For companies, greater involvement of local communities could help improve cooperation during project development and create a stronger local support network around industrial units.
However, the proposal is still under consideration and is not yet a final legal provision. Details regarding eligibility, employment opportunities, business participation and implementation will depend on the final industrial policy.
If adopted, the approach could give West Bengal a different model for industrial land development by connecting affected landowners with the economic opportunities generated by new projects.
