The 33rd Webinar of the National Good Governance Webinar Series 2025–26, themed ‘Holistic Development of Districts’, was held on December 22, 2025, with the objective of disseminating and replicating best practices in public administration across the country.
The webinar series is being organised by the Department of Administrative Reforms and Public Grievances (DARPG) in accordance with the directions of Prime Minister of India, who has emphasised the need for virtual conferences and webinars with District Collectors and senior officers. Under this initiative, past award winners of the Prime Minister’s Awards for Excellence in Public Administration are invited to share their experiences to enable wider dissemination and replication of successful governance models.
Platform for Replication of Best Practices
Since April 2022, DARPG has conducted 33 National Good Governance Webinars, maintaining a regular cadence of one webinar every month. The initiative aims to promote the institutionalisation, sustainability, and scalability of award-winning initiatives recognised under the Prime Minister’s Awards for Excellence in Public Administration.
Each webinar typically witnesses participation from nearly 1,000 officials, including officers from line departments, State Governments, District Collectors, State Administrative Training Institutes, and Central Training Institutes. The sessions not only highlight the current status of award-winning initiatives but also provide valuable insights into their replication and expansion across other districts and states.
Presentations by Award-Winning Districts
The 33rd webinar featured presentations from two initiatives that received the Prime Minister’s Award for Excellence in Public Administration 2023 under the theme ‘Holistic Development of Districts’.
The initiatives presented were:

Nalanda district initiative, Bihar, presented by Shri Shashank Shubhankar, District Magistrate, Gaya, Bihar; and
-
Barpeta district initiative, Assam, presented by Shri Aayush Garg, Deputy Commissioner, Sivasagar, Assam.
Both presentations highlighted innovative administrative approaches, outcomes achieved on the ground, and strategies adopted for sustainable and inclusive district-level development.
Wide Participation Across the Country
The webinar was chaired by Shri Puneet Yadav, Additional Secretary, DARPG, and was attended by senior officials of the department. Participation was recorded from over 800 locations across India, with senior officers from Administrative Reforms Departments of States and Union Territories, District Collectors, state and district-level officials, as well as officers from Central and State Administrative Training Institutes joining the session.
The National Good Governance Webinar Series continues to serve as a vital knowledge-sharing platform, strengthening cooperative federalism and enabling districts across India to learn from proven governance models aimed at achieving holistic and inclusive development.
