Prime Minister Narendra Modi is set to inaugurate the long-awaited first phase of the AIIMS campus at Thoppur in Madurai, Tamil Nadu, on February 28, marking a key milestone for one of the state’s most discussed healthcare projects, according to Bharatiya Janata Party (BJP) sources.
The AIIMS Madurai project, originally announced ahead of the 2019 Lok Sabha elections, has faced multiple delays over land acquisition and funding, making it a recurring point of contention between the central and state governments.
Campus Readiness and First Phase Launch
M. Hanumantha Rao, Executive Director and CEO of AIIMS Madurai, confirmed that the Prime Minister has approved the launch of the initial phase during his visit. Officials indicate that the campus is nearing completion, with partial operations expected to begin by March.
Under the first phase, students currently enrolled at the temporary AIIMS facility in Ramanathapuram will be relocated to the permanent campus in Madurai. Academic activities are slated to begin with the 2026–27 academic year.
Additionally, select hospital blocks and essential medical services will be opened to the public, allowing the institute to function in a limited but meaningful capacity while full operations ramp up.
Political Significance Ahead of State Elections
The inauguration comes months ahead of Tamil Nadu’s upcoming Assembly elections, adding political weight to the event. The AIIMS project has often featured in electoral debates, with the ruling DMK criticizing delays and accusing the Centre of announcing the institution without ensuring timely implementation.
Chief Minister M.K. Stalin recently reiterated the state’s need for faster development of such critical healthcare infrastructure, highlighting prolonged delays as a concern.
BJP sources suggest that Prime Minister Modi’s visit, which may also include inaugurating other completed development works and addressing a National Democratic Alliance (NDA) public meeting, could provide substantial political visibility for the party in the state.

While the Prime Minister’s final itinerary is yet to be confirmed, the Madurai event is expected to showcase the Centre’s commitment to expanding healthcare facilities and development initiatives in Tamil Nadu. The inauguration of AIIMS Madurai is not only a healthcare milestone but also a significant step in strengthening the region’s medical education and services.
