Odisha has taken a decisive step toward transforming its healthcare and pharmaceutical ecosystem, marking a significant milestone with the Odisha Pharma Summit 2025, held at Hotel Taj Vivanta in Bhubaneswar. The summit highlighted the state’s ambition to emerge as a leading pharmaceutical and medical devices hub in eastern India through progressive policy reforms, infrastructure development, and strong industry collaboration.

The event was inaugurated by Hon’ble Chief Minister Shri Mohan Charan Majhi, who outlined a future-focused vision for Odisha’s healthcare manufacturing and education sectors, emphasizing quality, innovation, and employment generation.

A Forward-Looking Policy Framework

A major highlight of the summit was the launch of the Odisha Pharmaceutical and Medical Devices Policy 2025. This new policy is designed to strengthen the state’s pharmaceutical value chain by encouraging high-quality drug manufacturing, promoting advanced medical technologies, and attracting domestic and global investments.

The policy underscores Odisha’s commitment to building a robust, business-friendly ecosystem while ensuring access to affordable and reliable healthcare solutions. With clear incentives, streamlined approvals, and infrastructure support, the policy aims to position the state as a preferred destination for pharma and med-tech industries.

Dedicated Industrial Parks to Power Growth

Reinforcing its industrial push, the state government laid the foundation for two dedicated facilities in Khordha district—a Pharmaceuticals Park and a Medical Devices Manufacturing Park. These parks will provide modern infrastructure, shared facilities, and logistical advantages to manufacturers, enabling faster scale-up and innovation.

The establishment of these parks reflects Odisha’s strategy of creating specialized industrial clusters that support efficiency, collaboration, and sustainable growth.

Investment Commitments and Employment Potential

The summit witnessed the signing of 45 Memoranda of Understanding (MoUs) across pharmaceuticals, medical technologies, and industrial infrastructure. These agreements represent an investment commitment of ₹6,263 crore, with the potential to generate over 38,000 jobs across the state.

With participation from more than 300 organizations and 400 delegates, the summit emerged as a key platform for industry–government dialogue, reinforcing investor confidence in Odisha’s long-term growth prospects.

Strengthening Healthcare Education and Workforce

Beyond industrial development, the state government announced major initiatives aimed at strengthening healthcare education and supporting young medical professionals. Postgraduate students in Ayurveda and Homeopathy medical colleges will receive enhanced stipends starting January 2026:

  • First Year: ₹48,000 per month

  • Second Year: ₹52,000 per month

  • Third Year: ₹55,000 per month

Additionally, the stipend for house surgeons has been increased from ₹17,000 to ₹30,000 per month, effective retrospectively from August this year. These measures are expected to motivate young doctors, improve training quality, and strengthen healthcare delivery across the state.

The Odisha Pharma Summit 2025 was more than an industry event—it reflected a comprehensive approach to healthcare development that integrates policy, infrastructure, education, and employment. By aligning industrial growth with human capital development, Odisha is laying the foundation for a resilient and future-ready healthcare ecosystem.

As the state continues to implement these initiatives, it is well-positioned to become a key contributor to India’s pharmaceutical and medical devices landscape, while simultaneously improving healthcare access and opportunities for its people.
