Nagpur, Dec 8: Facing mounting public debt and widening fiscal gaps, the Maharashtra government on Monday presented supplementary demands worth ₹75,286.38 crore in the state legislature. The proposal was tabled by Deputy Chief Minister and Finance Minister Ajit Pawar on the opening day of the week-long winter session.

The supplementary demands come at a time when Maharashtra’s public debt has climbed to ₹9.32 lakh crore, alongside higher revenue and fiscal deficits.

Major Allocations: Relief to Farmers, Power Subsidies, Welfare Schemes

A significant portion of the outlay—₹15,648 crore—has been earmarked for compensation and financial assistance to farmers affected by heavy rains and floods. The allocation follows the state’s recently announced ₹32,000 crore relief package for those impacted by extreme weather.

The revenue and forest department has been allocated ₹15,721.08 crore, while another ₹9,250 crore is set aside to subsidise electricity tariffs for agriculture pump users and power loom/handloom consumers.

Under the Ladki Bahin Yojana, the government has provided ₹6,103 crore to fund monthly assistance of ₹1,500 for eligible women beneficiaries.

The women and child development department will receive ₹5,024.48 crore for its welfare programmes.

Funds for National Schemes, Urban Bodies and Infrastructure

The government has allocated ₹4,439.74 crore as Maharashtra’s share in the Centre’s 40-year interest-free loan scheme. Another ₹3,500 crore has been marked for the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), covering contributions from both the Centre and the state.

Urban local bodies, preparing for a busy election season, will get ₹2,200 crore as special grants for improving basic civic amenities and infrastructure.

Under major health initiatives, ₹3,281.79 crore has been set aside for Pradhan Mantri Jan Arogya Yojana (PMJAY) and Ayushman Bharat. The government has also made a ₹2,500 crore provision for stamp duty cess refunds linked to civic and metro projects.

Sector-Wise Allocations: Industry, Urban Development, PWD, and More

Key sectoral allocations include:

  • ₹9,205 crore — Industry, Energy, Labour and Mining Department

  • ₹9,115.76 crore — Urban Development Department (ahead of elections in 29 municipal corporations, including BMC)

  • ₹6,347.41 crore — Public Works Department

  • ₹4,853.99 crore — Planning Department (towards Viksit Maharashtra 2047 goals)

  • ₹3,861.12 crore — Home Department

  • ₹3,602 crore — Public Health Department

  • ₹3,223.39 crore — Water Resources

  • ₹2,395.44 crore — School Education and Sports

  • ₹2,314.50 crore — Social Justice Department

A Year of Record Supplementary Demands

The state, which had presented a ₹7.06 lakh crore budget for 2025–26, has repeatedly relied on supplementary allocations over the past year.

  • December 2024: ₹33,738 crore sought following the formation of the Devendra Fadnavis-led government, primarily for Ladki Bahin payments, Shivaji Maharaj’s statue project, and road repairs.

  • March 2025 Budget Session: Additional demands of ₹6,486 crore were tabled for routine expenditures.

  • July Monsoon Session: Supplementary demands worth ₹57,509 crore were placed for welfare schemes, Finance Commission grants, and preparations for the Kumbh Mela.

With the latest set of proposals, the Mahayuti government has now sought supplementary allocations totaling ₹1,73,019 crore since taking office.
