In a major step toward improving accessibility and inclusivity in India’s competitive examinations, the Union Public Service Commission (UPSC) has announced that all Persons with Benchmark Disabilities (PwBD) appearing for its exams will now be guaranteed the examination centre of their choice. The reform aims to minimise logistical difficulties and ensure equitable examination conditions for candidates with special needs.
Ensuring Convenience for PwBD Aspirants
According to UPSC Chairman Dr. Ajay Kumar, the decision follows a detailed review of examination centre data from the past five years. He noted that popular centres such as Delhi, Cuttack, Patna and Lucknow routinely reach maximum capacity early due to high application volumes.
This often forces PwBD candidates to choose alternative exam centres that may be less accessible or unsuitable for their needs.
Dr. Kumar said:
“With this decision, every PwBD candidate will now be assured of their preferred centre, ensuring maximum convenience and ease while appearing for UPSC examinations.”
How the New System Will Work
To implement the ‘Centre of Choice’ facility effectively, UPSC has adopted a structured operational strategy:

Equal Use of Existing Capacity
Both PwBD and non-PwBD candidates will initially fill available slots at each examination centre. -
Priority Access for PwBD Candidates
Once a centre reaches full capacity, it will no longer be available for selection by non-PwBD candidates. PwBD candidates, however, will retain the option to select that centre. -
Additional Capacity for PwBD Applicants
UPSC will create further seating capacity wherever required to ensure no PwBD candidate is denied their preferred examination centre.
